The complex has short term leasing available, but they are not offering that opportunity to us. Can they do that?

Its their place,.. they can do whatever they want. There is nothing wrong with not making that option available unless you can establish it is because of discriminatory practices. (sex, religion, race, age,, etc..).

But, in the long term.. what is the difference.. short term and month-to-month are virtually the same.

Are you trying to break a lease that already exists for the 1-bedroom apartment? If you already have a lease, then they don't have to let you move at all.
