Public colleges get state funding-is it per student or one specified amount?

There is no set way they get there funding and it isn't even uniformed between different public colleges within a state let alone the same for all public colleges.

sometimes it is per student.but some departments are paid per graduating student...funding to continue offering certain studies affected by how many actually graduate in that program.
