smart move on his part just like when the ruler of Iran was in power and exiled the main religious figure there to England it was not long even though the ruler of Iran had the backing of the USA that the people demanded that the religious figure come back and take over the country and he did. Al-Sadr will go to Iran and the people that follow him will say that he had to leave because of the USA and he will gain more followers and also make some contacts in Iran to help him so in his eyes it is a win win deal

I think he is smarter than Bush. Of course the insurgents are getting out of the way, and while the surge goes on in Baghdad the insurgents will be wreaking havoc in other cities of Iraq and spreading the ongoing civil war further. They know the timetables, they always did.
