I don't have a fireplace. The chimney has ice on it but the Icicles seem to be coming out of the chimney. The Icicles are yellow. The iclicles are standing straight up. Whats wrong with my chimney?

Heated moist air is leaving the inside of your house thru the chimney due to combustion byproduct of burning of natural gas that is water + co2 . and that water is condensing out as icicles on the chimney top. This isnt as uncommon as one would think ive seen if many times before. They disappear when the outside temp gets up a bit. Lately here in Midwest weve had about 2 weeks in below zero area and daytime highs no more that 20.

I woulnt be too concerned right now.

you might want to include what exactly is this chimmey there for.if you don't have a fireplace,might try to determine where on your house it is compared to the rooms/appliances.is it for your cooktop,hotwater heater,furnace,determine where and then how.
