Well, is she happy? If she is, just let them be. If not, talk to her about it and convince her to find someone that does make her happy.

fairly, the most ideal aspect to do will be to end having any sex with her till she's 18. it would not count number what the age of consent is in any state, she's lower than 18 and that is all that concerns. If the age of consent for her state is 16 it means she will have sex with anybody 16 or 17, yet no longer 18. That being suggested, basically be very discreet about what you do in public and the position you bypass and also you need to be very well. And through all means tell as few people as plausible.

How about minding your own business? A 23 year old person is old enough to make her own decisions. And if you really cared about her as your family, you would accept who she chooses to love.

Why do you feel you have to do anything? Strange that you think you know more about what your cousin feels and wants than she does...must be nice to have all the answers...how about giving me some.

hmm okay this might be totally weird and gross to you but i sometimes lust after older people...not just men but women too. not because of their age or physical appearance but i guess because i find them heroic. like, um, for instance king theoden in lotr. your cousin is pretty young and that's a major age difference but like the first person who answered said, if she's happy, let her experiment for awhile...let her see if that's her match for awhile. big age gaps like that don't usually work out but just be there for her...support her :D

nothing, because it's not your life...i know that you're just looking out for her best interest, but you are not the judge of that...your cousin is...

Laugh?
Why is it your problem?
Beauty is in the eyes of the beholder. Even if it's not apparent to the rest of us and even if the beholder is blind.

what should you do? nothing. they are both adults and it's their business, not yours. if you care about your cousin, you'll not "do" anything.
