the simplest way to make somethiong have more power is to allow more air in and more exhaust out. first, you can put a performance air filter right off of the carburator. then, make sure the exhaust doesnt restrict flow. if the exhaust has a baffle then bore it out, but dont run it straight pipe because you need some back-pressure.

Do everything already mentioned about chain and tyres.
Make sure exhaust is clean and baffles are installed correctly (loud is slower on these things)
Remove cylinder and match exhaust port to pipe as much as possible.( you can use a round file if your careful)
Remove lower piston ring will give a few more rpm. Its possible to get them up to almost 50mph (with a 110lbs rider) but they do wear out a lot faster when modified

Well you could change the rear sprocket gear ratio. The bike itsself will be down on power but you will be able to hit a higher top speed.

Put more pressure in the tires. Oil and adjust the chain properly.
Make you and it lighter. Squeeze down into a smaller frontal area. If you took the motor apart you could do more.

the fastest way to increase speed is reduce the rear sprocket by a few teeth, maybe 2 and increase the countershaft (the one on the motor) sprocket by a tooth or 2
