It depends on when you're ready. Once you're mature enough to discuss potential consequences (pregnancy, STDs, etc.) and contraception with your partner, then you can start considering having sex. Make sure that you're emotionally ready, though. Most people say it's best to be in a committed relationship. I'm not saying marriage, but don't think it's a good idea for it to be a fling, either.
I was 16, but not in a committed relationship. I did it for all the wrong reasons, but I wouldn't change it because I learned so much.
It really depends on the person.

It has nothing to do with age. It's about being emotionally and financially capable of being a parent. It's also about knowing how a man's body works and how a woman's body works and being capable of caring about your partner. For too many younger men, a partner is really nothing more than an organic masturbation device. There is absolutely nothing wrong with flying solo.
As well, there is no such thing as a method of contraception that alone or in combination with any other method or contraception is 100% effective.

I say when you are able to support a child, and be ready for any consequences. I mean accidents happen. I guess Oral sex is alright, but you could still get a STD, which none of us wants.

when you are mentally and financally able to deal with the consequences. not saying its bad, just be sure you can handle a kid or an std.
