Actually, it doesn't take much to 'steer' a chicken. I had 30 free range in my yard at one time and a big garden. Two foot tall chicken wire is enough to keep them out. When they get to the fence, they go in another direction. You could use a short (18" or so) picket fence, like the ones they sell for putting around flower beds. The chickens can easily get over it, but they aren't that smart; they'll just change direction.
NEVER FEED THEM. When I stop at the end of the driveway to get the mail, mine come running down to meet me (600' long driveway). They don't love me, they know I feed them.
BTW, your neighbor is responsible for any damage they do. Send him a couple of bills for new plants and he might start penning them up.

Put up some KFC signs in your yard. Keep the grill outside in plain sight. Get a pet chicken hawk. A few cats might come in handy.

Buy a motion sensor water sprinkler, I believe Home Depot sells them. I know that they work for deer in your garden. If Home Depot doesn't carry them try a tractor/ garden/feed store.
