You might want to check out Rent-a-Coder. It's kind of like eBay in reverse... you post what you need done in your project, and your budget. Then people with the ability and knowledge bid how much they are willing to accept to complete the job. You get to choose based on lowest bid, highest feedback rating, or a combination of the two. The funds stay in escrow, so nobody gets paid until you're satisfied with the work.

On top of all that, placing a project on the site is free, and you're under no obligation to accept ANY of the bidders. Even if you don't complete the project on the site, you'll get a very good idea of how much you should be paying for the work.

There's quite a lot of information on the site and it can be a bit confusing for newcomers, so I've put together a page of links to the best how-to articles, here...

Two things I would do...

1. Go to http://www.1and1.com/?k_id=14171744 , they got some nice package for low price. If you get the business package, they will charge you $30 for the 3 month billing cycle which is $10 a month.

If you click on MS Hosting and click on the far left that say Compares Package. This should explain it to you better.

Every package contains a Web Site Builder which will let you design and get the job done in the flash. You can add some web programming later.

I didn't wanted to spend lots of hour but when I tried the Web Site Builder it was little buggy but was easy. The bug part is that you have to finish the page before going back to certain area. The other bugs that sometime they are stuck and don't saves or publish. I would saves every page you create in the flash.

2. Go to www.hotscripts.com , you don't have to study alot of web programming but this website would be your average cookbook. If you didn't know how to cook, you would use a cookbook. This website allow you to cook up a website and allow you to use tricks like add date and time.

If you want to take a look at my website and its quality. My website is www.dishnetworkcash.com .

If you already have it designed, I would look for a freelancer. Check sites such as http://www.talkfreelance.com/ :)
