If you want to buy locally it depends upon which side of the pond, and what area you live in. Otherwise, online, or Ireland is best, as others have said!
Or, An Ireland based company with an online store.

1. Memorabilia is a souvenir that of a matter or event worthy of being remembered (Dictionary.com). If you are that attached to your green wig and leprechaun hat, then you must have kept one from the previous years. Look under the bed.
2. We can give you lists of stores to buy parade-oriented crap (and I do mean crap), but we have no idea if you're in New Delhi or New Amsterdam.
Save your money and just get drunk. You don't need to wear a wig and hat. Everyone will know you're one of those once-a-year Irish wannabes who thinks Ireland is all shamrocks and shillelaghs. Let the rest of us be Irish on the other 364 days- dealing with society's image of yahoos in wigs and hats.
