LEGOS! Use a cardboard box and glue 6 round objects on one side and cut 6 similar holes on the other side- you are hte couple that connects!
Take another box and turn it into a Rubiks Cube.
You didn't give us an idea of your age so I'm not sure what characters to turn you into. But I'm sure you can do Sesame Street characters- Mr. Hooper the store owner and Prairie Dawn (use pink theatrical makeup, wear a homey dress and hair in pigtails). Lady Aberline and Mr McFeely from Mr. Rogers Neighborhood.
If you have an interesting story from childhood you can turn your costume into that memory. Did a bird ever poop on you? As a child did you live in your princess/firefighter costume? Were you known for always getting food in your hair? Personal stories make for great conversation pieces and people come up and ask you about your costume. One of you come in underroos (take any modesty precautions necessary) and a blanket around his neck as a superhero. The other can dress up in a dress waay too big with crappy BIG costume jewelry and shoes too big (check out Goodwill).
Use your favorite memories about activities, games, tv shows, books, and figure out how to make it your own. Homemade costumes are always more interesting than rented/bought costumes.

My husband and I went to one of these a couple of years ago. We went as Dennis the Menace and Margaret (the bratty little red-headed girl). Everyone loved the costumes, they were cheap, and we got an originality prize.

One year my husband and I dressed up as a homeless man and a bag lady. We just put on some old raggedy clothes with holes in them put some shoe polish on our faces to make them look dirty and some on our clothes. I also had a gray wig, so I wore that, but if you just rat you hair up, that would work too. I carried 2 paper bags with some cans in them and there you go. We would have won the contest (it was at a bar) but my husband bartended there, so they didn't think it was fair that we would have won. It's pretty cheap and easy to do.

How about a clue card and a character? One person could wear a t-shirt with a "Clue card" drawn on it or make a sandwich board card out of cheap posterboard and the other could pick a character they have clothes to represent.
