warning: complicated answer.

weather really does have an effect on your daily life, and lots of bad weather can have a negative effect (seasonal depression for example). so yes, if there was constant bad weather, one would want to move, especially if it is becoming a physical/financial burdon by causing damage.

however, people don't live where they live only because of the weather. jobs, friends, family, inability to move (finances) may all keep a person in a place with bad weather.

i hate the weather where i'm from, but due to circumstances listed above, i have not been able to move to a place with more desirable weather. but, once i graduate, i will be looking to move to a place with more desireable weather. not an easy decision, but i think the benefits (not having below freezing temperatures for months) will out-weigh the costs (not being near friends/family), and i will have the ability to do it.

But before moving, do good research. Most parts of the world have weather that some people would describe as "bad" at some times of the year.
