Although Locke's freedom's probably appealed to Hamilton, his love for big government enjoyed other inspirations...

I would say the Roman Empire would be the epitome of Hamilton's dream... they completely controlled the people of their empire with the pax romana, peace by the Roman military... Hamilton's love for the bank and large government fits more with Rome than the freedom loving Locke or Rousseau.
