Turtles slow down in the winter - in the wild they are hibernating. It is normal for them not to eat well in the winter because their bodies are running very slowly and don't the energy.
Don't be worried - his appetite will come back as the days get longer.

Turtles are reptiles, and as such, they behave like them.
Turtles, like other reptiles are cold-blooded, totally dependent on the air around them. Many factors can lead to them becoming sluggish. Too cold. Just had a big meal. Hibernation time.
Those are the best reasons I can think of for this occurrence.
