First, you did not flush the laptop down the toilet because you still have the laptop.
Anyway, the water most likely short circuited the motherboard and various other components.
The best idea is to salvage the hard drive and get a new computer. A repair would be costly. You can easily get a decent Intel Core Duo for $500-600 after rebates if you shop around.

...Wow, this has to be the most interesting thing I've seen yet. I know it doesn't help to answer a question with a question, but why would you proceed to flush said laptop AFTER you've dropped it into the toilet? o.O;
Get a new laptop, the one you have now is pretty much...poopy. The mother board is fried, a lot of the electrical componets are done as well... And when you buy a new one, make sure to not take it into the bathroom. Good luck!

HAHAHAHAH!!!! Well, first of all-what are you doing in the bathroom with a laptop. Second-if you what to play honest jhons and say you were REALLY using the toilet, i wouldnt use the cell phone anyway b/c there may be poop or pee on it.
If it doesnt work i would call your provider. Depending on how long you have been with them they may offer you a free phone or one at a discounted price. Also, if you have a phone that uses a Sim Card you can remove the Sim Card and place it in one of those pre-paid phones from walmart and it will work fine. Sim Cards dont get destroyed by water and they dont have rustable parts.

Clean it up and sell it on ebay. A lot of the people who buy laptops on ebay are scammers in Nigeria who have a poor command of the English language. Just mention somewhere in the item's description that it doesn't work properly and someone will buy it anyway.

you probably fried the motherboared, wich killed the rest of it. be sure to not buy just a new motherboard, but a whole new laptop. not doinbg so will cause the other ruined parts to possibly damage the rest of it. goodluck =)
