I put my shin guards inside the tongue of my skates because if not a shot could hit just below the shin guard and break my foot. I would suggest to put it inside or outside of the tongue but do not stop at the top of the tongue.
I would suggest bringing your existing equipment with you when buying shin guards so you can try on the skates and the pants at the same time. I made the mistake of doing that and only relying on gthe salespersons "expertise" in judging what size of shin guards to buy. Needless to say they were too long and rubbed on the bottom of my hockey pants. I had to fiddle with them at every face off.

You can wear them over or under the skate tongue, and the length depends on which way you choose. If you play defense or block a lot of shots, you might want them over the tongue since then you can get them a little longer and get more protection. But some (like me) don't like how the shin guard feels when it's over the skate tongue. I like the shin guard tight to my leg under the tongue, and the skate tongue free to move with my foot and skate.

A 21" shin guard will fit a player 8" tall. Don't play hockey play basketball. If your Calf is 21 " in circumference Miami Dolphins are looking for a guard show up there. Go to a Sports store and get fitted.

I always got mine so they went just inside (behind) the tongue of the skate, so there is no gap between the top of skate and bottom of gaurd (that would break some bones blocking shots). But don't get them to low into the skate as to interfere with tightening the laces.

The length of shin guards is measured from the top of the foot to the middle of your knee.

Based off of that measurement you can decide whether or not you want to go shorter or longer, depending on your personal preference or how you wear your shin guard.

Just behind the tounge resting on the top of the boot laces in a relaxed stance. That way as you skate it will gap in your push and cover in your stride.
