If so , what part of the uniform is the lapel notch

I know nothing about the Army HSJROTC, however on a suit jacket, the lapel is sort of an extension of the collar that continues down the front of the jacket. It is where a lapel pin or a boutonniere would be placed. Many lapels have a "V" shaped indentation on the outer edges. I think that is the "notch" that you are looking for.
