At LEAST ten thousand dollars. But if you don't know what you're doing, no amount of money will do it for you. Your biggest problems will be finding batteries and retrofitting whatever motor you find to connect to the drivetrain. Not to mention controls....
I almost guarantee you can't make one street legal for less than the cost of a slightly used hybrid.
