Neither is correct.

All of the examples below are correct.

Every movement is being watched.
All movements are being watched.


Every skill is being analyzed.
All skills are being analyzed.
Each skill is being analyzed.

#1: Every movement is being watched OR All movements are being watched
#2: All skills are being analyzed OR every skill is being analyzed.

You must match your nouns to the plural form of the adverbs.
"Every" refers to a singularity while 'all' refers to a plural.
It may help to remember the difference by saying everone (every ONE). This calls for a singular verb conjugation.

"are been" don't go together. "have been" is the present perfect tense. second sentence is okay.
neither of #2 is correct.
