Would it be Two thousand AND seven or two thousand seven, leaving out the 'and'?

well i am guessing it would be two thousand and seven because you rarely say it two thousand seven

You leave out the 'and'.
And is only used when you ae writting and saying numbers that are not whole. For example, two dollars and fifty cents
two and three sevenths.

It would be two thousand seven, because the year 1999 wouldn't be written nineteen and ninety-nine.
