Leave their ring-tone as maximum volume, when they're out in public. It's annoying and really rude. Is it because they think it's really cool, or they crave attention? (Example, the classroom or during a meeting)

It is annoying. Just assume that they're deaf because those are usually the ones who talk so loudly on their cell phones that you wonder if the person on the other end isn't deaf too.
