I'm sorry, but white boots make me think of the 60s or one profession you don't want to have.
The jacket is cute, though.
As for the heart shaped jewelry, it really depends on what it looks like. If it's big and clunky, that may be a tad over the top and chessy.

I think that it's really cute, however, I wouldn't wear a red and white shirt under a really light pink sweater/jacket because the shirt underneath should be lighter than the overcoat, not darker. Anyway, it still may work. Cute!
