They have a 30 gallon hot water tank (30k btu) supplying the heat and the boiler is circulating the water. My questions are there always a holding tank for the water? and wouldnt the home owner know the boiler was broke?

You have a woefully small heater, I would try to make a deal for an upgrade, how long will it last with a repair, do you have any intention of expanding, a tank is usually used when the unit is undersized, buyer beware.

Hopefully you haven't closed the deal yet and your offer depended on what you found and were willing to live with to close the deal.

One theory is it had to break sometime why not five minutes before the inspection, but to answer you question you are right the owner knew, you are within your rights to demand it fixed before closing the deal, and push to get to choose the repairman, someone you trust and make sure you get the list of what was found to be wrong and what was repaired, that way they just can't slam it together to get it to work for a week or so.

Even if the seller didn't know about the boiler, they have to have it fixed or give you the money it will cost to fix it. You made your offer assuming that the boiler was in working condition. Don't make too much of a big deal about whether they knew or not; just make them take care of it now.
