well, it really depends on the kinds or genres of books the 13 year old prefers. but here are some that i really loved.

The Sight by David Clement-Davies.
Fire Bringer by David Clement-Davies.
The Song of the Lioness Series by Tamora Pierce (probably more fitted for girls, but its a good series).
His Dark Materials Series by Philip Pullman.
The Cup Of The World by John Dickinson.
The Inheritance Trilogy by Christopher Paolini.
Harry Potter Series by J.K. Rowling.
Crank by Ellen Hopkins.
Burned by Ellen Hopkins.
Impulse by Ellen Hopkins. (the Ellen Hopkin books are in a different format; in verses. but it's more effective in this format. these books are my personal favourite).
The Uglies Trilogy by Scott Westerfield.
Maximum Ride: The Angel Experiment by James Patterson.
Maximum Ride: School's Out- Forever by James Patterson.
Blue Bloods by Melissa De La Cruz.
The Artemis Fowl Series by Eoin Colfer.
The Warrior Heir by Cinda Williams Chima.
Such A Pretty Girl by Laura Weiss.
The Oran Trilogy by Midori Snyder.
The Cry Of The Icemark by Stuart Hill.

if the 13 year old likes to read ahead of his usual ability like i do, these are good too:

The Legend Of Drizzt Series by R.A. Salvatore. (amazing fantasy books, another personal favourite).
The Hunter's Blades Trilogy by R.A. Salvatore. (these books should be read after The Legend of Drizzt Series.)
The Da Vinci Code by Dan Brown.
Angels And Demons by Dan Brown.
Lord Of The Silver Bow by David Gemmell.
Shield Of Thunder by David Gemmell. (this book should be read after Lord Of The Silver Bow).
A Dirty Job by Christopher Moore.

For a boy, anything by Bernard Cornwell would be good. Or Stephen King, if he's into that kind of thing. Or...I dunno...for a girl, I really don't know...either one would enjoy Harry Potter, though those books have dreadfully dull plots.
Or, try Northwest Passage, by Kenneth Roberts. That was an awesome book when I was 13.....
