how to make an excel cell only accept a range of numbers?

try using Data - Validation. In the Settings tab, under Allow, choose Whole Number, in Data, select between, then in the minimum and maximum fields, input the top and bottom of the range of numbers.

Data > Validation > Allow: Whole Number (or decimal)

Go to the error alert Tab to add a custom message for those that enter anything but a number.
