I seen something circled in pen on my paper and it is in black ink, I was wondering what erases blue or black ink....something other than white out....so what about white ink...does it work?

Yes, a good quality white ink (like Dr. Martin's) will work. Also any kind of Titanium White acrylic paint, liquid acrylic or acrylic ink.

Because white ink would need to be opaque - and totally so in order not merely to stain the black paper but to override it. Dark inks on white work better because the inks don't have to be totally opaque to work and can be weak enough just to stain the paper in order for the writing to be easily readable.

I don't know whether what you call "white ink" is what I used to call "white-out", but, if it is, it didn't erase anything. It just painted over it, and was very obvious. Maybe you're talking about something more "modern" than what I am. God Bless you.

actually, what is to be considered here is the background paper. it does not really matter if the ink is blue, red pink or tangerine. What is important is, if your background paper is white, then use white correction fluid. I still haven't heard of a colored correction fluid. but why dont you try putting a drop or two of tinting color to white latex paint to use as colored correction fluid? I know that the first correction fluid was made from white latex paint.
