Disagree with the above. (a) is the answer.

The majority of commentators have blamed the armaments race, particularly the naval one, for giving all the nations involved an extra motive to join in the war. Real imperialist ambition would have said to wait for the other countries to weaken themselves by the war, then be able to take over their colonies with no effective opposition.
