Statistically speaking it's safer than a lot of major western countries. It's definitely safer than the US. Less crime(much less). Fewer car accidents especially due to drunken driving. No muggings or street violence to speak of.
But it is a different culture so one has to be careful and find out more about customs before visiting. For example you should not take pictures of people especially women without asking politely for permission to do so. If not you could have trouble. Nothing very serious but trouble nevertheless.

Safe enough for people who live there and for tourists who come to enjoy a pleasuring stay for a short while or who come to work for a long term.
