Its not supposed to be about how much you spend for Valentines Day. If this person truley treasures and cares for you it wont matter. A card with sincere words and some flowers, and maybe rent their favorite movie and watch it together. A year from now they will remember more what you did together than what you got them.

For under $15, you can buy a simple bouquet at your local supermarket with a simple, but romantic card. If you're close to a mall, Bath and Body Works has great deals on lotions, oils, etc. Every girl loves to be pampered and they enjoy it more when their significant other takes that extra time to think about what she wants and desires.

Ooo. Last year after work (5pm) I stopped into Wal-Mart and they had a dozen roses on sale for $5 and one of those huge hearts full of chocolates on sale for like $2.00. I say wait till the end of the day after everyone has already exchanged their stuff then you can buy her all sorts of crap for under $15.

Let me suggest the Dollar Tree or any "everything's $1.00" store. You can find a cute little basket or gift bag and then fill it with odds & ends. Try a compact mirror, bubble bath, candies, candles, picture frames, etc. We love stuff like that....plus more for your $.
