Make sure both cables are connected and then have both talk to the woman at the same time and then time everything as close as possible and you'll be able to in and trade.

If you have already completed the game and the lady says please wait and all: then either your link cable is dirty and you should wipe it a bit or your cable doesn't work.
If you have not completed the game yet: do this first.
