If you're referring to the "QWERTY" layout - it has to do with how keyboards were designed for typewriters. It was designed to actually slow the keyboardist down so that the arms of typewriters wouldn't get jammed. You'll also find that most common words will alternate between the left and right hand to also prevent the jamming.
There was an alternative keyboard developed in the electric typewriter days "Dvorak layout" but it never caugt on. I know that Windows 95/98 supported the layout - can't speak for later versions.

The computer keyboard setup is based off the typewriter key arrangment which, supposedily, puts the most used keys where theyr'e easiest to get. Most agree that there are better arrangments for the keyboard. There are programs you can DL to change the key arrangment, but they'll still say the same thing letters on the keyboard and you'll have to relearn to type.

It's designed for speed. The set-up alternates keys between hands, allowing one hand to move into position while the other hand strikes a key.

Its the most easiest way people use computers for typing with two hands I would say. Not really sure.
