If the boots only come to above your ankles, yes it is tacky. If the boots came to right below the knee, fine. If you wear a mini and the boots came to below the knee or above the knee, fine.

ugh... I hate ankle boots and knee length hemlines... for knee length I suggest long boot or shoe (may be peep toe, sandal, chunky with variety of heel heights and styles)
it also depends on whether the skirt is fitted or flared
I personally do not like ankle boots as a rule but can just about bear them with leggings and tunic length tops or sweaters

Depends on what kind of boots, are they classy looking boots? I've seen girls wear the knee length Chanel boots with black dresses in fashion magazines and it looks awesome! Just make sure your dress isn't too revealing, and wear some sort of tights or leggings. Leggings are in.

It really depends what kind of boots they are. If they're "booties," then I would go for it, as long as their style goes with the dress. You wouldn't want to wear an elegant black dress with ankle cowboy boots or something. And if you want to be really trendy, then you could wear opaque tights underneath that go with the shoes and the dress, especially considering how cold it is outside!

i think if there's a way you can modernize the dress and wear it with tights or something then the ankle boots are fine with it but otherwise i think they might be a little inappropriate.- but it also depends on what type of function it is

It is very trendy - but it isn't my taste.
But if you can "own" it and really work the look - go for it- otherwise stick to something that makes you feel confident.
