to tell you the truth i never knew about them till now, i just recently looked it up and this is what i found (condensed):
Essential Dignities are used by traditional astrologers to weigh the strength of a planet or point as though it were isolated from the chart. as opposed to Accidental Dignities which are used to weigh the strength of a planet in relation to all points inside the chart.
Domicile:
The Planet is in its Natural Sign of rulership. it is the strongest of the Essential Dignities.
Exaltation:
These are supposidly the most ancient astrology factors still in place... they are as follows:
Sun in Aries, particularly in the 19th degree.
Moon in Taurus, particularly in the 3rd degree.
Mercury in Virgo, particularly in the 15th degree.
Venus in Pisces, particularly in the 27th degree.
Mars in Capricorn, particularly in the 28th degree.
Jupiter in Cancer, particularly in the 15th degree.
Saturn in Libra, particularly in the 20th degree.
why? you would have to ask a babylonian about that ... there are however many theories here http://en.wikipedia.org/wiki/Exaltation_%28astrology%29
Triplicity rulerships:
One way in which triplicty rulerships were used by earlier astrologers was to divide a person's life into three periods: early, middle, and late. The condition of the triplicity ruler that is in sect in the chart is evaluated when considering the tenor of the early part of life; the ruler out of sect is examined for the middle of life; and the last third of life is evaluated by looking at the condition of the participating triplicity ruler. Each Triplicity (Elements) has several rulers based on day or night charts. they are as follows.
Element, Day Ruler, Night Ruler and Participating Ruler
Fire, Sun, Jupiter, Saturn
Air, Saturn, Mercury, Jupiter
Earth, Venus, Moon, Mars
Water, Venus, Mars, Moon
Terms and Bounds:
the terms or bounds are unequal segments of every astrological sign have internal rulerships which affect the power and integrity of each planet in a natal chart.
you can find all of the rulership info here http://en.wikipedia.org/wiki/Terms_or_bounds
Face:
This divides the sign into 3 decans of 10 degrees and each decan has a rulership. i can't find a chart for the rulerships unfortunatly.
Essential Dignities of Libra? Libra is not a point, what planet is in that sign? is it just your sun u know? if so you would need to find out exactly what position its in aswell ..

breath of air, to spread the seeds. flow of water, to keep the skin of the surface fresh and clean. Fire of the sun, to warm the core within. Soil of the ground, for the routes of life to sink into and become like hair . Spirit of a willing spark, to keep the planet turning and alive enough to know when it s time to shake the dirt off its surface to keep clean.

What the hell are you talking about? I'm seriously asking what you're talking about, because you didn't say it.
What context can one even begin to take this question in?
Essential how? Dignities what? Which planet? This one? Any one? WTF?????
