The driver side wiper does not seem to lock because I can push it up and down the windshield freely when the car is off, but I can not do this with the passenger side. Please help, thanks.

Sounds like something in the linkage broke or came off. You have bushings (plastic, rubber, or some other synthetic material) where the linkages meet and normally these will get hard or break off with time and use. On most vehicles you can just replace the bushing(s) and pop the linkage back together.

Your windshield wiper relay needs to be replaced. Go to you local auto parts store and pick one up. Also the connector rod between the windshield wipers may be broken. If so, pick up another one at your auto parts store. Good luck.

very simple fix. I assume you have a GM car or truck. If so there should be a plastic cover on the end of the wiper arm closest to the cowel. Pull up that plastic cover and you should see a 13mm nut. Tighten the nut it probably came loose. This should fix your problem.

A lot of cars have a nut that holds the wiper arm on the shaft real tight, it probably came loose. Try to tighten it. That will probably work.

The gear must have become unattached. Take it to a mechanic, he'll look at the gearing for the windshield wipers.

The linkage to the drivers' side is stripped out . Cheap to fix and parts are available at Advance or Auto Zone. They will even tell you how to fix it.
