Because there was a time--before it was made illegal--when its use was popular only amongst NON-WHITE people and since the US throughout most of its history was a RACIST, WHITE-POWER nation, the powers-that-be decided they could use the law as a means to persecute and disenfranchise Negroes and Mexicans.
>> "I wish I could show you what a small marihuana cigaret can do to one of our degenerate Spanish-speaking residents. That's why our problem is so great; the greatest percentage of our population is composed of Spanish-speaking persons, most of who are low mentally, because of social and racial conditions." <<
However, as time marched on and the bureaucratic and law-enforcement infrastructure became more entrenched people lost sight of that fact and the government continues to spew its lies and prey on the fears of parents to rely on the law "save the children." It's only a matter of time before the whole War on Drugs collapses under the weight of its own lies and its enormous, ever-growing cost.
As far is its illegality in other countries, the US--with all its IMPERIALISTIC MIGHT--pretty much forced this policy on them.

Hypocritical isn't it. How about the millions of Americans taking antidepressants? It is OK to ingest synthetic mood stabilizers, that can cause depressed people to be suicidal, but a natural one is bad for you? Come on, pharmaceutical companies don't want marijuana legal it would dip into their profit margin.

you can't control the home grown stuff if it is legal. But people would not brew their own beer or distill their own spirits or make their own wine. The booze making is an industrial process that the governement can monitor, control, and tax. If pot was legal people would have their own pot gardens and the governement could not tax the pot farmers because they would be difficult to monitor and identify.

The reason that cannabis is not legal is because the government can't figure out how to monopolise the sale of weed so that they could put a tax on it. If they could tax its use, it would be legal, like today!

Because the goverment doesn't make any money from cannabis. Even if they decided to legalise it, I can't imagine any of the drug barons/dealers being happy to give old Tony a share in the profits, can you?

It's more to do with driving. It's very easy to test alcohol when pulling someone over. It's much harder for police to deal with stoned drivers. There's no test for how high someone is, so it makes it very complicated for officers to handle. Also, pot is considered a gateway drug. People who drink are a lot less likely to become addicted to heroine, cocaine, etc. Pot smokers are much more likely to move on to dangerous drugs.
