Okay, first things first. Don't be one of those buyers who flies off the handle and posts negative feedback right away. You do that, and the seller's motivation to fix the problem is gone.
If you haven't already, contact the seller. Chances are, this person will gladly replace the game or have you ship it back and refund your money, usually minus the shipping and handling. If the seller is not helpful however, do the following:
If you paid via PayPal you can open up a dispute, which will be investigated and, if your complaint is found to be reasonable, your money will be refunded.

file a SNAD complaint with ebay and PAYPAL.
if they won't or can't get your money back and you funded the PAYPAL payment with a CREDIT CARD, then you can call the CC company and file for a CHARGEBACK.
ALWAYS pay with a CREDIT CARD!
and REPORT your seller.
leave your NEGATIVE feedback AFTER all is said and done. not BEFORE
be factual, not flaming. state the games don't work, as they have been registered before.

I'm not 100% sure but I think pay-pal might intervene. I would
report it to pay-pal and ebay, then hope for the best. Also
if you didn't pay with a debit card, but instead a credit card
they might be able to help you (credit card company).
Especially if the credit card is a Gold or Platinum card, they
have insurance that protects your purchases.

Sure you can charge it back it back with Paypal. You'll be out shipping and handling and have to sent the game back at your own expense but you'll get your bid price back.
