Almost but not quite. For subjects you use 'who', and for direct objects you use 'whom', as you say. But there are two other situations for 'whom'.

1) 'Whom' can also be an indirect object:
---"John gave him the book. John gave whom the book?"

2) 'Whom' can also be used as the object of a preposition:
--- "John gave the book to him. John gave the book to whom?"
