What species is your turtle. Some turtles stay that small, especially some aquatic ones that live in warm areas. If you don't know what species your turtle is, then honestly, you should have never purchased a turtle to keep as a pet. There is no way you can care for your turtle correctly if you do not even know what species it is.

Find out the species (if you do not already know). Then, do some research and find out what kind of enviornment the turtle lives in normally in the wild, and try to simulate at that at home for him/her. You can also find out what type of food it normally eats in the wild, whether it is normally carnivorous (eats fish, worms, shrimps, etc) or herbiverous (eats plants).

You may need to consult a veterinarian with experience in treating turtles.

Your turtle doesnt need to grow. They are like goldfish they grow to the size of their tanks and since it is small at three that is okay. If youw ant him to grow put him in a bigger tank and feed him crickets. My turtle lives in a huge tanke with two toads he ahd a water side and a land side. We get crickets and he only eats them if they are in the water. He HAS grown more since his diet change.

Your turtle will not live long because you do not have the right lighting for him. You need a basking light overtop of a land area aswell as a flourescent uvb bulb that emits 5 percent or higher uvb rays. Thats why he is not growing. Also he needs more then just pellets.

Turtles do not grow based on tank size, but rather they grow when they have what they need for health- good water, space to exercise in, warmth, lighting, the right diet, etc.

This sounds like a metabolic disorder- poor calcium development, etc. Please try the site http://www.austinsturtlepage.com for ideas.

try to get a larger space and make sure to get a UVB light, or have the cage by a window with sunlight.
