No, they should not pay for anyone to have sex. If the handicapped people get an STD then who is gonna pay for the treatment for that? Wouldn't it be considered abuse or neglect to contribute to a handicapped person contracting an STD? Could they sue social services if they were injured by these prostitutes? What happens if the handicapped person or the prostitute gets pregnant? Who supports the child?

I don't see the problem with it. In the US people pay for sex at parites, coming of age, and just for the heck of it. Maybe they don't want the handicapped people to go without that one pleasure.

wait, they pay prostitutes or what? if handicapped people can't get it, then they shouldn't. that's just weird. i thought it was more like can we make certain people stop having it... heck yes for that.
