Go to Home Depot and look for spray paint for plastic/rubber. This just came out a couple of years ago and works really well.
Sand the grunge off the table with a coarse sandpaper, and then re-sand with a fine grit. Wipe off any sanding residue with a slightly camp cloth.
Let the table dry completely and then spray the paint on.
Note: You'll get a better paint pattern by tilting the table so the top is nearly vertical.

Kids toys and furniture are the hardest to have a lasting paint job. Most aerosol plastic paints on the market are not made for extreme flexing, like kids jumping and climbing on the table. The best method is to lightly sand the table until the shine of the plastic is gone then go to an automotive body shop supply house and order any colour of paint you want. Tell them what it will be used for and ask them to add more flex agent than normal. He may suggest a bonding primer first, use it. The flex agent is what we use on rubber bumpers so the paint doesn't crack when hit. Once dried, the paint doesn't pose any health threats, but please follow the label warnings when spraying.

Most paints will not bond to rubber because of the flexure of the material, that even due to expansion and contraction plus usage stresses.
I would get a tube of Silicone RTV in the color you want to make it and apply that with a wet rag. If you simply want the shine or color brought out due to old age deteroriation, id use a clear Silicone RTV rubber to do that It will refresh it and make it look new again, while retaining pliability of rubber. Purchase Silicone RTV in a caulk tube at Lowes for about $4 a tube.

Use a thin coat of Zinser 123 primer. First a light sanding would be preferable but isn't required. Its a great product and it sticks to anything. Not Kilz, not kelly-Moore, not Dutch Boy, its gotta be Zinser 123. Then paint 2 thin coats giving it 24 hours between coats. Zinser says you can top coat in one hour, but I would give it 24 hours also. Just a little precaution for cure time.

I've seen those before but they were plastic not rubber. If it is plastic you can sand it to get all the grunge off. Then primer and paint with paint thats intended for plastics. I know krylon makes a paint for plastics and I know there are others.

I have to say that the one paint I trust to cover any surface no matter what it is...and it contains no lead so it is safe for children to be around it TREMCLAD enamel paint. It comes in tons of colors so you can use your imagination and create all sorts of color combinations. Once it dries its waterproof, its washable, and will last probably as long as the kids need it to. Because its enamel paint...under rough treatment it may chip, but it is a breeze to touch up. Its what I used on most things I wanted to repaint that belonged to my kids. Oh and should you ever want to use it on other things, such as bikes or metal of anykind..it both covers and prevents further rusting.
