Bush is the President of the USA selected by the electoral colleges of states. Before he was elected as President, the Republicans nominated him as their candidate. Prior to being nominated as candidate for President, he was the governor of Texas. Before being a governor, of course he studied and passed his subjects. Through all these events, he was intelligent enough to be a creature.

Yes, you don't get to be president and not be intelligent.The real question you what answered, it he doing what you think is intelligent.It's not the man you have a problem with it's his beliefs.I am just guessing , But you are probably a liberal.There are plenty of cures for that start with the constitution.
