No county or empire ever ruled the world, and probably none ever will, so your question should be will they ever again be a major power. If you look at the fate of other empires that had control of a large part of what they thought was the world, it does not seem likely. It is quite possible that some regions that were under Arab control will again become powerful. The Persian empire fell, but regained to power again as part of the Arab world. Roman Europe had a period of decline after Rome fell but returned to being powerful as individual states.

I'd love to hear your reasoning because no nation has every controlled the whole world.
The Arabs were strong once and they were stronger that the Europeans at that time but they weren't stronger than the Romans's had been, at their height of power. They weren't stronger than the Brit's or the French or the Mongol's or the Persians .
The Arabs will be strong again when they can learn to work together. The Arabs need more people like King Abdullah of Jordan and his Father King Hussein. God bless him and keep him.
If the Old and New Worlds find a good alternative source of energy then the Arabs will be left on their own to settle their problems in their own way. Then God help Israel.

Arabs never controlled the world, if what you mean is the entire planet.
Middle Eastern societies have long held sway in the middle East, and that area has been fought over for 8000 years by various middle eastern peoples... -- Babylonian, Hittites, Persians, etc.,as well as Egypt and even Rome.... Greece controlled the Aegean area. followed by the Romans, and when Rome collapsed, splinter empires emerged out of that chaos all the way from the British Isles to what is now Egypt. In the meantime, civilizations were going on both in what is now China and Japan, as well as India... And there were civilizations in what is now Russia, as well as Scandinavia too to name just a few.... So your question is meaningless... As is the presumption that arab civilizations ever controlled the world... good grief, where did you get that idea???????????
No one even runs or controls the world today, -- although that might be a good idea... If we could have what is called a benevolent dictator who ruled for the good of the people rather than to line his own pockets and those of his friends, our planet might be a peace....However, to listen to Bush, the US is certainly trying to push everyone into his way of thinking. (He's as close to being a Nazi---trying to conquer the world or at least that part of the world that has oil--- as we have had on this planet in 50 years.) The UN is ineffective, dictators abound in Saudi Arabia, Africa, North Korea, Russia, Eastern Europe, as well as in South America.
Sorry,
If you'd like to read a few good books on the subject, try these:
"A Short History of Nearly Everything" by Bill Bryson

They will control the world about as well as a 100-year-old man controls his bladder.
