Distance between cities, you must remember they couldn't travel as fast and far as we could today. They developed their own ways and norms even though they were the same people. Plus the Greek tribes had different social norms when they first came to Greece. Dorians for instance settle in Sparta, Laconia and Macedon, thus they had militaristic tendencies while the tribes that settled in Athens and the islands were more Liberal and democratic ... etc... Alexander the Great was the only Greek leader who united Greece and its city states, it had to be by force however....
