Don't use bolt cutters.
Put a nut on it past the cut line and put it in a vice.
That will hold it secure while cutting with a hacksaw.
Then, when you unscrew the nut, it will clean up the threads that were crossed when you cut it.

I like to use an angle grinder to cut bolts . hacksaws are slow and bolt cutters require you still file the end as does a hack saw with an angle grinder you can cut and touch up the end effortlessly and all with one tool in a short amount of time.

You can use bolt cutters, available at any home depot,sears,ace hardware. When I was in the Navy we had alot of problems with rusty nuts and bolts, my preference was a grinder, you can get a disc for a grinder that will cut a bolt in most situations.

I vote for a hacksaw. A bolt cutter will damage the threads and make it difficult if you ever need to remove the bolt.

Yes if the bolts to ur toilet is rusty how I go by getting the rusty bolts off from were the top bowl connected to the bottom bowl

say no to bolt cutters.. all you need is the bolt,nut,vise and jig saw with a metal cutting blade.bolt in vise. nut on bolt .you on bolt jiggin away.
