I left in 1999 and live in the USA .
I'm an American Citizen now . Can they still find me and make me pay .

No. The statute of limitations has passed. If we have a treaty with the other country they could have tried to sue you here, but they have waited too long.

Some people are just ignorant. The statute of limitations stops if you leave a jurisdiction, so ignore that answer. Yes, if you left a trail of addresses and your social security number and other ID data, they can find you, and yes, they can sue you on the debt in the US.

If you return to that country they can make you pay your debt. But they don't have any jurisdiction in the US. USA is an independent country.
