You have a limescale build up in your drainage mechanism thats stopping water draining away. You can buy limescale tablets that you just run on a empty cycle.

Are you certain it was finished? Some machines have a second rinse! Check your warranty and call Hoover!

Is this happening after the water is supposed to drain out? This happened to me once. The outlet drain on the machine was clogged with lint and so the water couldn't drain out. I had to clean it out and then it was fine.

Is the washer in the basement? Is water from outside back feeding into the washer? You have to tell us more.

The inlet valve is leaking when not in use probably
