It's a good possibility, as unlike any decent consoles that play games over the internet, (which surprises me, because Sony usually copies all of their specs from Nintendo and Microsoft), they split their games into regions, (so when I'm playing for example, Twisted Metal or SOCOM, I'm only playing against other European gamers), because of this, and because the game has yet to be released in the UK yet, (the date is about 2 months away), the chances are the servers for this game are not even active yet.
My advice would be to wait until the EU release, or if you're really up on your internet and programming skills, alter your router's details so it looks like it's coming from the US, (this is more hassle than it's worth though, it'll probably take 2 months just to work between that and your usual settings).
If it doesn't work when the EU game comes out, you could get a UK version of it, the game-saves should still work, and you could sell your US copy on eBay or something.

make sure that u have a good internet signal!.........make sure u connect via the router and stay in the same room as the router to get a good connection and switch the WLAN on your psp.
