Yes. Galactus gave the Surfer his powers, and Galactus is more powerful than Norrin Radd, as Norrin found to his regret the day he tried to rebel against Galactus.

Yes, Galactus has virtually no peer in the Marvel universe save for Eternity, Infinity, Death and Shemp.
