America ---Franklin D. Roosevelt; Harry S Truman
Great Britain --Neville Chamberlain; Winston Churchill
France -- Charles deGaulle; General Petain'--Vichy France
(free French from England until Paris' liberation)

The first two countries are easy , Chamberlain, Churchill and Attlee for the Brits, Franklin Roosevelt and Harry Truman for the U.S., France is not so easy, deGaulle claimed the title but there were others. Petain comes to mind, then Admiral Darlan.
