I'm 19. I know I should have decided which college to attend by my senior year in high-school, but it's been a year since graduation and I finally have money and time.

I want to go to college in Southern California, but I don't know which one. I am going to be majoring in Psychology (counseling), so a school with a good psych program would be preferable. I like big cities, and would love to live in Los Angeles, or a city like it.

Also, does anyone know the general price of an education in a state college? The private college I was briefly enrolled in, then had to leave for financial reasons, was 22,000 dollars a year, tuition alone. A state college will be cheaper, right?

Yes, state college is always far cheaper than a private college, because they receive funding from the state and nation that subsidizes some of the cost of providing the same top-notch education.
California in general, and Southern California in particular, offers many fine schools to choose from.
UCLA offers tremendous value for your dollar - it's one of the top schools in the country, but tuition is far less than similar private schools like Stanford and USC. It has a wide variety of majors to choose from, should you choose to branch out from psychology. The campus is gorgeous and located in the heart of LA, and all sorts of exciting events are held right there on campus.
You might also want to consider UCIrvine - still in Los Angeles, and a good school, but not quite as famous as UCLA, so it may be easier to secure more financial aid opportunities.

If you would like to attend school in Los Angeles, you can look into University of Southern California (USC), Occidental College, University of California Los Angeles (UCLA), or California State University in Los Angeles (Cal State LA). USC is a private school and is expensive (and not in the best of areas, either). Occidental is also a private school. UCLA is moderately priced and Cal State LA is the cheapest out of the three.
Good luck finding a school!

What state do you live in?

A state school is only cheaper if you're a resident of that state. They usually want to see you having lived in CA for 2 years before you qualify.

If you want to live in Los Angeles, then pick a school in Los Angeles. Personally, UCLA is the top one that comes to mind. USC is right there, but you're not exactly going to like the location. Loyola Marymount or Pepperdine might be nice, if you need to drop down in prestige.
